Before coming to CSIS, he served in the U.S. government for 29 years.
November 1999 - August 2001 - Assistant Secretary for Nonproliferation at the Department of State, (field of responsibility - nonproliferation of nuclear, chemical, and biological weapons, missile delivery systems, and advanced conventional arms). 1992 - 1999 - Deputy Assistant Secretary for Nonproliferation in the State Department's Political-Military Bureau. 1986 - 1992 - Senior Adviser in the Department's Policy Planning Staff. 1982 to 1986 - ACDA representative in the START talks. 1972 - 1984 - Served at the U.S. Arms Control and Disarmament Agency (ACDA), dealt with strategic arms issues, nuclear testing limits, chemical and biological weapons constraints, nonproliferation, and other security issues.
